The former RB Leipzig boss replaces Mark Hughes, who was sacked on Monday with Saints 18th in the table.
He has signed a two-and-a-half year deal with the club.
The fresh Saints boss guided newly-promoted RB Leipzig to second place in the Bundesliga in the 2016-17 season. He left the club in May 2018 after an argument over a new contract.
